Most angel money in Pennsylvania sits in Philadelphia and Pittsburgh and waits for founders to come to it. I do the opposite. I live in York, I built two companies here, and I know that the best early-stage bets in this state are usually a county away from where the capital is looking.

Three things get my attention: a business that can own a local market before it tries to own a national one, an LGBTQIA+ founder building for a community that most investors do not understand, and a dating or consumer product where the founders have figured out how to manufacture the first wave of users.
